I think it's part of a Congressmen's job discription to get contracts for his district.  I certainly encourage mine to do it.  The part about his son, well maybe, if he made that a condition of someone getting the contract.  But if his son just applied and got the job because he seemed the best person and I understand that he would have had pull, but that's not unusual then no problem.

Harold Rogers (R-KY) is accused of repeatedly steering government contracts to companies in his district (e.g. NucSafe, Accenture, and Identification Card Industry), in one case securing a job for his son.
