The whole notion of passing people to the next grade level who can't actually pass is ludicrous. The whole point of school is learning reading, writing, arithmitic, learning to socilize with people on their level, and generally learning the normal behavior to be a good American.

The entire process is defeated when you just let anyone advance to the next level, if they can't actually do the work.

From the standpoint of simply asking the question, its a valid concern; especially if you couple it with how you answer the state rights v. federal authority.

Is this question as it is originally written supposed to also address students who have been the victim of years of social promotion, who come from english speaking homes with average intelligence and arrive in the 9th grade reading at or below a 4th grade level? (40% of 9th graders entering our local high school)

We are modifying the English immersion question to add "in the next grade", and the QC is considering if we should delete #22 (immoral behavior) altogether.

Two questions I would change....

ORIGINAL

54) Will you vote to require that all students demonstrate mastery of the English language, at their grade level, before being allowed to enter the public school system, and that those who cannot be required to successfully complete an English immersion class?

PROPOSED

ORIGINAL

22) Will you vote for laws that attempt to define immoral behavior?

PROPOSED

Delete this. All or most laws define immoral behavior or have an aspect of morality to them. Even pork is saying: if you are in my district, you are good and will be blessed. Consider the desire to have term-limits. There is belief that in doing so good will benefit at far greater levels than any evils. Or that term-limits encourage or compel a certain behavior. Racial quotas, laws against discrimination, laws against rape, etc... all deal with defining immoral behavior.
